The Comprehensive Peace Agreement, signed in Accra, Ghana, on August 18, 2003, between the Government of Liberia, LURD, MODEL, and political parties, sought to end Liberia’s civil conflict and establish lasting peace, national unity, and reconciliation. The agreement provided for a permanent ceasefire, disarmament and reintegration of combatants, the establishment of a National Transitional Government, security sector reform, and the creation of a Truth and Reconciliation Commission to address human rights violations and promote national healing. It also emphasized democratic governance, respect for human rights, accountability, and the rehabilitation and reconstruction of Liberia.
